Kingsport Housing & Redevelopment Authority (KHRA) was created in 1939 by the citizens of the City of Kingsport. The charge given to KHRA was to develop affordable housing for Kingsport's lowest-income and most vulnerable citizens. KHRA remains dedicated to fulfilling that mission. KHRA seeks to fulfill its mission through a variety of programs and initiatives aimed at improving the lives of low-income persons in Kingsport.
KHRA owns and operates 529 units of traditional public housing, divided between six developments within the City of Kingsport; Robert E. Lee Apartments, Frank L. Cloud Apartments, Dogwood Terrace, Holly Hills Apartments , Tiffany Court and Riverview Place. KHRA also runs a Housing Choice Voucher Program with a baseline of 1242 units. The HCV program operates in the City of Kingsport and Sullivan, Hawkins, Washington, Unicoi, Greene and Johnson Counties. Additionally, KHRA acts as the property manager for Holston Terrace, a 48 unit development providing housing for low-income elderly and disabled persons in Kingsport.
